New responsibility created that will only be able to reset non-employee passwords.

Company has set up a new responsibility called "System Administrator - Password"  They would like this responsibility to only update non-employee user's password. Ex. where employee_id is null in fnd_user.  Are there any ideas on how this might be accomplished?

They are on 11.5.9
