How do I create a 'Group of Countries'?

HI All

Trying to test an issue regarding multiple tax regimes that I am experiencing and would like try and create one tax regime using 'Group of Countries'? Does anyone know I can set up a Group of Countries? I am unable to find any documentation anywhere.
