Error while updating tax rates from vertex to Oracle

Hello All,
I am getting following error while uploading tax rates to Oracle.

"ORA-20001: E-Business Tax cannot upload the file as duplicate records are present. Please see the output file for details."

The data has been uploaded to interface table 'zx_data_upload_interface' but not uploaded to base tables.

Please advise.
