Are there a FRC version for patch p12544073_R12.FND.B

Hi Team,
As described in the meatlink note Enhanced Performance Diagnostics for Oracle E-Business Suite Release 12.1.3 [ID 1362660.1]  we downloaded the patch p12544073_R12.FND.B but we didn't find the Canadian french version.

 Is it a miss?
