What to do if version control server is unavailable during CheckIn

I created a srcctl.bat file to be used by Siebel Tools to archive our configuration changes to our version control software, which is CVS.  It work as expected; however, I noticed a flaw in this design.

 

Specifically, if the server hosting CVS is down, the CheckIn will work and the configuration changes will be copied back to the Siebel repository in the development database, but the new version of the changes cannot be put into CVS via the sif files created (again, because the CVS server is down).

 

When this happens the latest version in CVS does not match what's in the development repository.
