Can we require users to create Opportunities from the Account?

We are trying to require users go to the Account to enter Opportunities. Currently a few users are going to the Opportunity tab or the Action Bar and associating the wrong Acct.  Our setup allows users to have access to most Accounts, but not all Opportunities.  Users should only associate Opportunities to Accounts they own or are a member of the team.
