Oracle client workarounds tab

Question -
The application that I deploy for my company requires the Oracle 10.2.0.4 client and that the "Workarounds" tab in the ODBC configuration have "Bind TIMESTAMP as DATE" and "Bind NUMBER as FLOAT" be checked.

If these are not checked - are they dynamic? Do I need to restart any services utilizing the ODBC connection after enabling these options?
