Error - Activities are not defined for step &STEP_NO (STEPNO=100)

We are seeing this error when trying to create a batch Activities are not defined for step &STEP_NO (STEPNO=100)

The user edited a routing step by removing the existing operation and replacing it with another operation and created a new recipe version with the updated routing.  The operation is an existing one that has been used many times before without issue.  He is unable to create the recipe because of this error.  Nobody here has ever seen this before.
