Master Item Form Personalization

Hello,

Can someone please advise if this is possible to accomplish.

 When a user opens the Master Item form in Inventory  to create a new item, the moment they enter the “Item Number” and tab out of the control, the Manufacturer Part Number (PAC) form would open so they can validate that the Item number doesn’t already exist.
