How to get bi-dir conflict resolution to work on col with DATE datatype? PL/SQL in whitepaper does

Trying to configure  the Goldengate   conflict resolution  for v. 11.1.1.1.2  on a column with DATE dataype.   I am following the whitepaper called 'Best Practice - Oracle Goldengate Conflict Mangement'  .  The pl/sql  in the whitepaper does not work even for the one-way  scenarion as described,  so I can not adapt  it to work in the two way.  For example,  the  second insert scenario  does not replace the later time record on the target while moving the rplaced record to the exceptions table. 

Has  anyone  been able to get this to work   and/or adapted it to  bi-directional GG?  Here are my replicat config and pl/sql (other side config'd  for same too).
