R12.1.1 upgrade from 11.5.10 : performance issue in poxuklla.sql script

Hi,

Customer is on apps 11.5.10.2 and upgrading to 12.1.1 with upgrade  Patch 6678700.
script poxuklla.sql took unusually long time to complete.  AROUND 8 hours.
This appears similar to issue in Bug 12909951 - SLOW PERFORMANCEN WITH 12.1.1 UPGRADE SCRIPTS POXUKLLA.SQL AND POXUKPLL.SQL
There is  patch for this..  12909951:R12.PO.B
Read me of the patch says...
Patch Applicable for versions/releases:    This patch is applicable to 12.1
    The version of the files after patch application should be as follows:       patch/115/sql/poxukpll.sql       patch/115/sql/poxuklla.sql
Can they apply this patch in pre-install mode before starting this upgrade?  There is nothing in the patch read me that says this can be installed in pre install mode.
