Oracle lock generated file

Hello, can you help me with one question.
I have APEX application, where I generate pdf document via JAVA. When I have generated file I save this file into "central data store" in my Oracle application server.
This file is temporary file, which content is used for creation other pdf file. After this operation Oracle lock this file and we couldn´t delete (modify) this file.

We know that file is locked by ORACLE.EXE, but we need delete this file.

Can you help me plesase with this problem ?
