How to publish a sourcing RFQ without inviting any supplier before publishing the RFQ ?

Hi,

I am getting 'Line 1 does not have an invitee' and 'When hosting a private RFQ, you must invite at least one supplier to quote' error messages when trying to submit a sourcing RFQ for approval after review.

1. Is there a way i can submit the sourcing RFQ for approval without having any supplier invited ?

2. What does it mean by the 'Private RFQ' in the error message ?

In our business scenario, for Open Tendering Method - anyone can submit a quote. These quotes will be entered into the system on the tendering opening date, so we need a work around here to be able to able to publish a tender with no supplier invited.
