Commitments for ETO

 Hi!
We have a following problem with receiving purchase orders which were generated by the MRP (R3411) for ETO. 
When we starting planning there are no inventory in a stock and hard commitments are created in the primary locations (PJCM).
Then we receive the goods in POs. We expect that hard commitments move to the new lots, but it doesnt change. We have inventory in secondary location and hard commitment in primary location. And in the P410211 there are no lot numbers for project number.
Because of this any sales order or work order outside of the project can pick up this lots.
