Oracle Database EE Licences Migration to ODA

Dear collegues,
I have questions on Oracle Database EE licences migration to ODA.

Situation:
S1. Customer purchased 4 (four) processor licenses for Oracle Database Enterprise Edition at December 2011.
S2. Licenses has been purchased without support (support has not been purchased).
S3. Customer want to purchase Oracle Database Appliance and migrate purchased licenses to ODA.

Questions:
Q1. Can customer do such migration without purchasing support?
Q2. If YES, then what version of ODA they should or have to use?
