Ristrict value set in LOV Key flexfield window

 Hi,
I create a customize responsibility where i attached only KEY FLEXFILED option.But i want to ristrict only one value or two value in LOV for the selection?It is because user can take another value set from LOV and can add values.

How it can be acheivable?
