FSG Across Ledgers Using Ledger Set - HELP!

I've written an FSG to pull data from 2 ledgers; a USD Primary Ledger and a USD (balance only) Reporting Ledger.  It does not pull anything from the USD Primary Ledger.   Attached are screenshots of the 'Ledgerset' that I've created and the FSG definition.  I've been able to successly pull data from Primary EUR  Ledger and  it's  USD Reporting Ledger using the Ledgerset, just not the USD Primary Ledger.
