Need information on 11i FP K RUP7(patch 12807777)

Hi,
Apps 11.5.10.2

Is 11i FP K RUP7(patch 12807777) mandatory only for customers that have payroll installed?
 Is this mandatory for Federal Fiscal Year End or is this referring to Calendar Year End?
We want to make sure because currently we are on Human Resources Suite Family - 11i.HR_PF.K DELTA.5 which is the minimum for extended support.
I noticed that there is an ATG Framework patch(7415848) included in this as well. I have read noted ID 1297875.1, 111499.1, and 1442165.1 but would like clarification on this.

Please note customer is Federal Financials and their Fiscal year is 30th September.
