RTF Template with PDF Output appears to lose tabstops - am I doing something wrong?

I have an RTF template to output AR Invoices to PDF.  Included is a short_text attachment, which when published in RTF, Excel, HTML etc renders as expected (with tabstops as defined in the RTF document), however when published to PDF the tabstops appear to be be lost.  This doesn't happen if I publish to RTF then covert to PDF, only when I publish directly to PDF.

Does anyone have any suggestions that I can try?  I have tried putting the tab inside a table, outside a table, setting the tabstops, not setting the tabstops but I can't seem to hit upon the solution.
