Different rounding off rules for different tax codes

For our Korea Unit implementation, Business wants different rounding of rule for different tax code amounts.

Say, We have VAT Tax code and Withheld tax code.
If the calculated tax value is say $114.23
If this is a VAT tax, user want oracle to show as 114
if this is a WHT tax, user want oracle to show as 110

Let me know do we have any workournd or option available in oracle 11i payables.
