Workaround for loss of environment assignment to users?

Hi community.

We are upgrading from ERP 8 to 9.1.  We have a support issue caused by removal of environments at the user level.  Our support team includes module experts who maintain task view sections and the related security for a module.  We want them restricted to the DV and PY environments.  But if the role is given access to DV and PY for testing and PD for end user access, then without the ability to restrict environments by user everyone has access to everything everywhere.  Has anyone come up with a strategy to get around or otherwise deal with this change?  And has
