Extending AppsLocalLogin.jsp for User Agreement Interstitial Page

I'm currently looking for information regarding how to extend the AppsLocalLogin.jsp page to authenticate the user name and password and then re-direct them to a "user agreement" page to review conditions of the site and, after selecting "agree" option, directing them to their listing of available responsibilities.

We're working with Oracle eBS 11.5.10.2 RUP4+.  I'm a functional resource pulling double duty as a quasi-technical resource at the moment.  I've seen this done at previous clients but arrived after its implementation so I'm not familiar with how this was accomplished.  I'm trying to do with with the minimal amount of invasive code as possible (i.e.; don't want to be maintaining this with each patch we apply).
