Alert when JDBC is not RUNNING

Hi - I want notification email when weblogic server 10.3.3 JDBC datasources are not running(Suspended or Shutdown).  Any state other than not running send email.Is it possible though Oracle Enterprise Manager

Oracle Enterprise Manager 11g Release 1 Grid Control
Oracle Weblogic 10.3.311.1.0.1.0


There is a metric called data source-state and it has value running. if the value changes send email.
I tried to create custom template but I am not able to find the above metirc to alert.
