SQL to determine tax rate for a party

Hello,

Looking for a sql statement or function that will give me the current tax rate for a given party.  We are using vertex Q series that integrates with Oracle EBS by basically loading in monthly tax rate updates.  We are using EBS Tax on 12.1.3.
