Common BOM's Pro's or Con's

We are currently in development and a question has presented itself as to whether or not to use the COMMON BOM functionality provided by Oracle. The current Structure will have like items being manufactured in different organizations but with different Routing steps. Not all orgs will have the same capabilities, meaning that not all products will be able to be manufactued in different Orgs. My experience with Common BOM's is that all changes happen at the master level and are passed down. Will this work if one org has product A, B, and C while another org has A, B,
