users receiving IO Error: Broken Pipe when executing SQL

users receiving IO Error:  Broken Pipe when executing SQL  or they receive the error IO Error:  Operation Timed out.

I've not seen this before.  Does anyone have any idea what could be going on.   this is an 11.2.0.2. database on redhat 5.

Users are connecting with sqlplus or sql developer.   There is no app server involved in this.
