Co-Products Must equal 1?

I’m having an issue with a process I've setup. I've setup an ingredient of 1 BL but when I try to inter my co-products to = 1 it is gives me a error message, Qty Must be Greater than or equal to 1.

I've set the Batch Quantity in the P3002 and P3002 to blank.

Ingredient A
1-BL

Co Products
Item 1 - .50
Item 2 - .50

If I make the ingredients add up to 100 it works.
Item 1 - 50
Item 2 - 50

Side note: This only started happing in when we upgraded to apps 9.1. I went into the processes I originally setup in 9.0, did not make any change and tried to click save, I got the same error.
