We're missing the Administration link at the top of the WebCenter Interface.

I'm new to WebCenter.  I've successfully installed WebCenter and WC_Spaces and I have it working. 
We're missing the Administration link at the top, and when I go to http://host:port/webcenter/spaces/admin I get a message that I'm not authorized.<br/><br/>I'm logging in with the default administration account.<br/><br/>What am I missing?<br/><br/>
