XMLParseException: Invalid char in text error with Layout Template using Russian Cyrillic characters

Hello,
I'm stuck with this issue where customer gets error "XMLParseException: Invalid char in text." in OPP log when he uses Russian Cyrillic characters. Using plain English works fine. He also has another instance with identical NLS settings where the issue doesn't happen.

He used correct / certified NLS character set, the same as on the working instance, so that wouldn't be an issue.

We've tried following approaches so far, no effect:
