What technology knowlege is best to have for FDQM

If we were to try and find resources that would be able to get into the FDQM technology and dig deep for customizations - what is the technology knowledge that would be needed?   Is it Visual Basic - Is it Java - Is it .NET?
Can someone please summarize what skill set(s) would be best to have in order to either customize or build extensions onto the FDQM tool?
