Reference key problem

Hi,I am trying to create table a custom table using AP_SUPPLIERS.vendor_id

in the custom table i need to take reference of vendor_id from ap_suppliers

but while i am creating the table i am facing the error like 'no matching not null column are primary key column'

i have granted grants all on ap.supplers to custom user schema
