AGIS R12 - mandatory to enter person and attach it to user?

When setting up security in AGIS R12, it is mandatory to first enter a person and then connect the person to a user name (vision data base).

Is there any way to use approval/security in AGIS and only use User Name - without person connected to it?

The reason I ask is because a client would like to go live with Financials modules first - before entering employee/person information (HR implementation).
