Development client installation Error

Hi, I am trying to install the Development client on workstation so it is giving the error "selected package is not vailid".

Tool Relese : 9.1.0.3
Application Release : 9.1

Workstation OS : Window 7 64-bit Professional
Local database is : Oracle 64 -bit
Client on Workstation : Oracle client 32 -bit

Main database is : Oracle 11gr2 Enterprise Edition
Database Server platform : Window server 2008 R2

Enterprise Server platform : Window server 2008 R2

Deployment server platform : Window Server 2008 R2

i am attaching the Screen shot and action log for your reference.
