Error 1051041 - Can't allow users to create group

Hi everyone!
I'm using Essbase V11.1.1.3 and I have a problem to manage rights.

Some users told me they were unable to create group : "ERROR - 1051041 - Insufficient privilege for this operation".
I tried to give them Administrator profile in Shared Services, but it give them rights to all applications of the server, and it's not good.

Is there a way to allow this user to create groups and to be manager on some applications (not all) ?
