Trying to use ASM, cluster manager won't start

This is a lab server, a sandbox.  I recovered a database via rman and I'm trying to use ASM.  The server is Windows 2003 R2 64 bit, Oracle is 11.2.0
I created the ASM instance using dbca, and created two diskgroups.  When I try to use a diskgroup I get issues.  So in trying to debug the situation one of the steps is to check the Cluster manager.  The CSS service is running, but when I run:

crsctl check crs, I get:

C:\Documents and Settings\imcsa_oracle>crsctl check cssd
Cluster Synchronization Services appears healthy

C:\Documents and Settings\imcsa_oracle>crsctl check crs
