R12.1.3 - Unable to assign employees to an HR org

Hello,

We are on Oracle HRMS R12.1.3. 

We have a strange issue. That is, we are not able to assign employees to an HR org 1810.  The org does not show up in the LOV of  Organization field on the Assignment form.  Another org 1820 that was created at the same time does show in the LOV.   Both of these two orgs belong to the same legal entity and they do exist on Org Hierarchy.  Niether have any employees assigned to them yet. 

However, both orgs own projects and tasks now. Both orgs have incurred costs. 1820 already has Straight Time labor costs charged to it, but not 1810.
