What is the criteria used to select projects to appear on the Update Projects Sumamry Amounts report

We are running the standard report "Update Porjects Summary Amounts" and it looks like it is selecting projects that have a status of 'APPROVED' and 'CLOSED'.  Why would closed projects be selected for the report? Also since not all of our closed projects appear on the erport, what criteria is the report program using for selecting closed projects? Selecting closed projects is causing us problems in that the total number of projects has exceeded 1,000 which causes the report to error out. Our users have to divide the report into ranges in order to get the report to complete.
