ORA-00245: control file backup failed; target is likely on a local file system

I am getting

ORA-00245: control file backup failed; target is likely on a local file system

in my backup logs at the tail end of my backup.  What I find strange is that I do not have any control files on file systems they are on ASM.  Any suggestions on determining where this message is coming from?  It appears to be sporadic, and happens on all types of backups (full, incremental, archive).
