Organization - Account and Site Relationships

I have a 'ORGANIZATION A' and accounts 'ORG 1' and 'ORG 2' each accounts have their own bill-to and ship-to.

Then I have a 'ORGANIZATION B' and accounts 'ORG 3' and 'ORG 4' each accounts have their own bill-to and ship-to.

Can I have an relationship at ORGANIZATION Level, such that If I select 'ORGANIZATION A' in the customer field in the Order Entry form I can then select 'ORG 3' or 'ORG 4' in the customer number field.
