HR Patches 12.1.3 Error running adutlrcmp.sql in adprdcAdUtilrcmp() - Linux x86-64

During recent HR patch runsError running adutlrcmp.sql in adprdcAdUtilrcmp():we are seeing "An error occurred while compiling invalids using the SYS.UTL_RECOMP() package. Ignoring the failure and

continuing..." every time.  

Oracle database alert log also registers the following errors at the same time:
Exception [type: SIGSEGV, Address not mapped to object] [ADDR:0x40] [PC:0x937FF59, kglgob()+1949] [flags: 0x0, count: 1]
Errors in file /nau01/app/naoradev11/diag/rdbms/nadev11/NADEV11/trace/NADEV11_ora_29013.trc  (incident=320980):
ORA-07445: exception encountered: core dump [kglgob()+1949] [SIGSEGV] [ADDR:0x40] [PC:0x937FF59] [Address not mapped to object] []

R12 Apps users are also seeing issues with recompiling forms:
