Configuring a proxy user for One View - BI Publisher (E910) - error Oneview is disabled

Problem: One view disabled when using proxy user.

Creating a proxy user in BI Publisher 11G and in JDE the soft connect string was created in P954000

like this

<property><name>proxy user</name><value>_||_PROXY_USER_||_</value></property>
<property><name>proxy password</name><value>_||_PROXY_PASSWORD_||_</value></property>

The BI Publisher profile user P0092 is not set (blank) to connect thru the proxy user.

Feature privileges were set to JDE_RUNONEVIEW for the user for *ALL for the environment in P958974

Problem, login with the user One View is disabled (icon is not visible)

Mapping the user to spacific designer user in BI Publisher then user can access Oneview.
