Tax Regime Country Issue.

 Hi everyone,
I would like to know that the Tax Code calculate base on Customer Countries or Tax Regime Country?
I have a problem about Tax Calculation in AR transaction. I have setup Tax Regime Country to Thaiiland.
But from OM to AR the customer is not Thailand and the tax in AR transactions are not calculated.
I tried to change customer to Thailand then Tax in AR transaction is calculated.
I'm wondering if I would like to issue the Vat in Thailand but ship the bill outside of Thailand, 
can Oracle setup Tax to be applied why the customer address is not Thailand
