How to prevent price changes on splitting line ?

Hi,
We are running EBS R12.1.3 (AIX 6.1) and we have a business requirement that user must not be able to change the price on splitting line.
I try to set the profile option OM: Charges For Backorders to 'NO' (site level) but still when I split the order, the price still have the flag Calculated Price
instead of Freeze Price after manual split or from shipping.

Please advice. Thanks
