How to inactivate an customer site without inactivating all the sites using the same site address?

Hi,

We have three operating units and a customer has account sites with all OU and using the same site address. Now we want to inactivate the site with one operating unit and keep the rest two. However, the other two sites are also made inactive. How to inactivate an customer site without inactivating all the sites using the same site address?
