Address Book: Phone Number Entry

Is it possible to make P0115 a stand alone entry screen? I would like to create a menu with only this on it so our receptionist can update employee phone numbers (extension, cell, fax, etc.) Is this possible? We have Address Book in general, really locked down. I would like to grant access to ONLY phone number entry to this person. Is this possible?
