EBS 12.1.2 - Service Contracts - Subline in Enter Status

Hi All, We are using Oracle EBS 12.1.2 Service Contracts and there are a few Active contacts with sublines that are in entered status that are currently billing. Since it is an active contract i would assume all sublines are supposed to be active or signed if start date is in future.
Have anyone encounter this problem and how did you resolved it?
