R47011 is creating sales order without conversion for UOM given in Product Allocation(P40307)

Hi,
Normally with P4210 set up for product allocation check, if the UOM in the sales order for the given item is different from the one in the Product Allocation program(P40307) and if no
UOM conversion is set up, then the system will throw "Unsuccessful UOM Conversion" error and would not process the sales order.
But, in the case of R47011, for the same scenario, system is creating a sales order with a "Unsuccessful UOM Conversion" error message written to the work center.
Is there a way to prevent R47011 create sales order for this scenario?

Is there any ESU/Bug/Patch related to this?
