Tax with a fixed amount

Hi All;

Is it possible in Oracle EBTAX R12.1 to setup a tax with a fixed amount?

Accordance with Tunisian tax legislation , each invoice shall be subject to payment of a fixed amount tax (0.4 TND)  called stamp duty. Can you please tell me how to setup this tax?
