Patch 7303030: R12.1 Upgrade - Missing Several OKC files

While running patch 7303030 and performing the XDOLoader on OKC files I get the error No such file or directory for a number of files:
OKCPONDEVR.rtf
OKCDEVREPDS.xml
OKCDEVREPDS.xsd
OKCONTDEVR.rtf
OKCQOTDEVR.rtf
OKCDEVVARR_en.xsl

Actual error:
