How can we prevent a User from Submit Draft Quote

Is there a way in which we can remove the "Submit Draft" option from the Actions on the Quote/Order Header.

AT our client they only want the Quote Management Team to create Quotes and Submit Drafts. Hence the Order Management Team should not be able to Submit Draft but should be able to Customer Accept the Quote and convert to Sales Order.
